While using the ASTF Python api,
i encountered some weird behavior regarding the l7_percent argument you can give to ASTFCapInfo.
Someone else reported the problem a year ago on the forum

It seems that the calculations were wrong, i corrected them.
It's my first contribution feel free to suggest improvements or tell me about any mistake i could have made regarding the contributing protocol.
